What actually makes a Finnish solar project bankable
There is no tariff to underwrite here. There is only the project.
Finland has no feed-in tariff for solar and no production subsidy worth building a business on. A utility-scale park here lives on the market: the day-ahead and intraday price, and increasingly a corporate power purchase agreement signed directly with a large buyer for ten or fifteen years. That single fact sets what "bankable" means. There is no tariff for an investor to underwrite. There is only the project.
So the sun is rarely the question. Finnish summers are long, the cool air lifts panel output, and the production, however seasonal, is well understood and straightforward to model. What an investor is really underwriting sits beneath the panels, in three things that have to be clean and locked before any of it is worth financing.
Land, planning, grid
The first is land, and the right kind of it. The best Finnish solar sites tend to be flat, low in value and already disturbed; former peat-production areas are the clearest example, open ground often near existing lines, with landowners who have a reason to deal. The work is securing long leases or options over a coherent area, with clean title and the access a thirty-year asset needs, written to hold.
The second is the planning route, and this is where working at a distance kills projects. Ground-mounted solar goes through Finnish environment and building permits, with authority hearings, and on a larger site a land use plan. It takes a year or two when it goes well and longer when it does not, and it turns on local relationships and a feel for how a given municipality actually behaves. In April 2026 the government put a new Land Use Act before parliament that, for the first time, makes any solar site above fifty hectares (which covers most projects in the pipeline) subject to a formal land use plan, via a new solar-specific master plan. The industry expects it to slow development and raise its cost. That is not a reason to leave. It is the reason the planning layer is worth more, not less.
The third is the grid connection, the hardest input in Finland and usually the last to confirm. A park is not financeable until the capacity is real, and capacity is genuinely scarce in parts of the country. We treat it as we treat storage: target sites where the connection is realistically available, and carry the process through to confirmed capacity rather than assume it.
Intention versus reality
The gap between intention and reality is the whole story. There are some 26 GW of utility-scale solar in development across Finland on paper, across more than 300 projects. About 350 megawatts are actually built. The distance between those two numbers is not technology or capital, both of which are available. It is development: land assembled, a planning route that holds, a connection confirmed, all to a standard an international investor recognises and will underwrite. A bankable Finnish solar project is one where that work is finished and the risk has been taken out of it. That is what the investor is paying for. It was never the sunlight.
