Powered land: what data-centre operators are really buying

The land is the least of it. The connection, the consent and the power are the asset.

When a hyperscale or AI operator looks at Finland, it is not shopping for a building plot. It is shopping for power. The industry has reorganised itself around this: the large operators now secure energy first, ahead of demand, rather than building where the users already are. Affordable, low-carbon electricity decides where a campus goes, and a site is only interesting if the power behind it is real.

Finland reads well on that test. Electricity here has been among the cheapest in Europe, the grid is about as reliable as grids get, the cool climate cuts the cooling load, the subsea connectivity is good, and the district-heating networks turn a data centre's waste heat into something a city will pay for. Google has run Hamina since 2009 and will soon cover most of that town's heat from it; Microsoft and Fortum are building the world's largest data-centre heat-recovery scheme around Espoo. These are not pilots.

What an operator can build on

But power that is good on average is not something an operator can build on. What it needs is a specific, large grid connection, at one point, on a date it can trust, and that is the scarce thing. Southern Finland, where operators most want to be, is exactly where Fingrid has had to restrict new large connections and run a queue, and a major line takes close to a decade to build. The question is whether this site can be connected, at this scale, on this timeline. The recent headlines read the same way: when the government proposed removing the data-centre electricity-tax benefit, Google paused a multi-billion-euro project and others shelved theirs. Power economics moved those decisions, not construction.

A package, not a plot

Which is the point. A ready data-centre site in Finland is a power-and-permit package, not a piece of land. The land is the least of it. The value is a confirmed grid connection at campus scale, a planning and environmental route carried through to a consented site, the heat offtake and connectivity arranged, and the whole thing documented to the standard an international operator will underwrite. That is local development work: slow, unglamorous and easy to get wrong from a distance.

It is also the work we do. We secure the land, the planning and the grid connection, and hand over a site that is powered, permitted and ready to build. The building is the operator's. The site that makes it possible is ours.
